Contract Extension / Expansion / Variations

Organs of State must submit expansions of contract in excess of the 15% or R15 million including all taxes for all goods and services of the original contract value and 20% or R20 million including all taxes for construction-related goods, works, and services of the original contract value to National Treasury for prior written approval in compliance with National Treasury SCM Instruction Note 3 of 2016/2017- Preventing and combating abuse in the supply chain management system (Applicable to all Institutions and Public Entities).


Deviation

Organs of State must seek prior approval for deviation requests where it is impractical to follow normal competitive procurement processes for all goods, services and works in compliance with paragraph 8.5 of the National Treasury SCM Instruction Note 3 of 2016/2017- Preventing and combating abuse in the supply chain management system (Applicable to all Institutions and Public Entities).


Deviation Report

Organs of State must report within 10 working days of deviation approvals from normal competitive procurement processes relating to emergency and sole supplier appointments transaction value above R1 million in compliance with National Treasury Instruction Note 2 of 2021/2022- Threshold values for procurement of goods and services by means of petty cash, written prior quotations or competitive bids (Applicable to all Departments, Constitution Institutions, and Public Entities listed in Schedules 3A and 3C of the PFMA).
